The Progressive Insurance Automotive X Prize plays a leading role in the definition of the PCV vehicle class
 
The PCV definition needs yet to be established in the general public and the media.
The Progressive Automotive X Prize, a race competition through the United States in 2010 for super fuel-efficient vehicles, has established a separate vehicle category for 2-seat vehicles: the “Alternative Class” (also referred to as Commuter Class) specifies:
In addition, PIAXP specifies a series of vehicle stability and safety requirements, namely:
  1. Static stability: Does the vehicle stay upright when stopped?
  2. Dynamic stability: Does the vehicle fall over when traction is lost? Does staying upright when in motion depend on balancing skills of the driver?
  3. Rollover: Does the vehicle have adequate protection against rollover?
 
This definition of the Alternative Class does not fully match the PCV requirements, but it is a definition already practically applied and it will greatly help in clarifying the PCV definition.
 
More importantly, however, the PIAXP definition matches the PCV requirements in one crucial point: Two wheelers are ruled out for lack of adequate occupant protection and dependence of vehicle stability on the driver.
